In the last ten years, We have experienced our accessibility technology that has improved much better since the ADA had passed the law in 1990. Many of the emergency responders haven't familiar with our effective communication for the Deaf and Hard of Hearing people as such as Video Remote Interpreting (VRI) and the local interpreter agencies in the state of Tennessee.

Paul Robertson has consulted and trained with the TN emergency responders to get familiar with the Deaf and Hard of Hearing people's effective communication. You have to know the VRI is not always a solution for everyone. You may have more information at https://www.nad.org/resources/emergency-preparedness/ and https://tdiforaccess.org/resources/emergency-preparedness/ that would be helpful.
